According to the Xi'an Market Supervision and Administration Bureau, Xi'an local standard DB 6101T 3208-2024 "Operation, maintenance and management specifications for urban road lighting facilities" was officially released recently and will be officially implemented on November 14 this year.

The standard was jointly drafted by 8 enterprises and institutions including Xi'an Urban Lighting Management and Maintenance Center, China Power Construction Group Northwest Survey and Design Institute Co., Ltd., Shanghai Wuling Shengtong Information Technology Co., Ltd., Xi'an Huarui Network Technology Co., Ltd., Fujian Yiwanjia Electric Power Technology Co., Ltd., Guangdong Baichang Energy Technology Co., Ltd., China Water Resources and Hydropower Third Engineering Bureau Co., Ltd., and Xi'an Municipal Design Institute Co., Ltd. It stipulates the operation and maintenance requirements, operation and maintenance management, and operation and maintenance evaluation requirements for the operation and maintenance of urban road lighting facilities, and is applicable to the operation and maintenance and management of urban road lighting facilities in Xi'an.

In terms of operation and maintenance, the standard puts forward requirements for three types of lamp poles: conventional lamp poles, high pole lamp poles, and multi-functional lamp poles. Among them, for multifunctional poles, the standard mentions that when the load demand increases during the operation of multifunctional poles, the load and power load should be checked to see if they meet the requirements; the strong and weak current lines and equipment in the multifunctional poles should not be changed at will during maintenance; when the multifunctional poles are replaced during operation and maintenance, the replaced parts should meet the design requirements, and the relevant data should be updated in real time in the information management system.

In terms of the operation and maintenance requirements of lamps, the standard proposes that the longitudinal center line of the lamp is consistent with the axis of the lamp arm, and the transverse center line of the lamp is parallel to the ground; the housing should be tightly combined with the LED module, optical components, and mechanical components without looseness. The standard also proposes relevant operation and maintenance requirements for lamps on elevated roads and bridges, gas discharge lamps, and tunnel lighting lamps. Among them, for tunnel lighting lamps, the standard proposes that tunnel lighting dimming monitoring meets the design requirements and cannot be changed at will.

In addition, the standard also puts forward operation and maintenance requirements for power distribution facilities, monitoring systems, and distribution lines, and makes clear provisions for the operation and maintenance management cycle, safety management, data and material management, and operation and maintenance quality evaluation of lighting facilities, so as to meet the diversified operation and maintenance management needs of municipal departments for urban lighting facilities.
