Industrial subsidies do not inherently cause overcapacity and remain essential for correcting market failures, promoting technological innovation, and protecting the ecological environment, according to Yong Han, Director-General of the Department of WTO Affairs at China's Ministry of Commerce, at a press conference.

Han said that international bodies confirm global industrial policies are growing, with R&D support and tax breaks serving as standard practices. However, discriminatory measures such as the US Inflation Reduction Act and the EU’s Industrial Accelerator Act create severe trade barriers.

China maintains compliance with WTO rules, ensures transparency, and applies subsidies equally to all market entities, including foreign enterprises.
