Street lamps are the "eyes" that light up the city and the guardian of the city at night. They play an important role in improving the city's image, ensuring urban safety, and promoting the night economy. In 2024, the Jinzhong Municipal Government of Shanxi Province took the needs of the people's livelihood as the priority. In response to the problems of low lighting rate and poor illumination of urban street lamps, the energy-saving transformation of urban smart street lamps was listed as a livelihood matter, and the implementation was promoted. The transformation project was successfully completed in November. Whenever night falls and the lights come on, 40,000 smart street lamps shine at the same time, shining brightly and complementing each other, illuminating the way home for citizens and the way forward for Jinzhong towards a smart city.

The total length of municipal roads in Jinzhong City is about 390 kilometers. In recent years, the urban area of ??the city has developed rapidly, the urban framework has been continuously extended, and the municipal management department has successively built more than 44,000 street lamps. However, with the passage of time, problems such as aging of lamps, serious light decay, low lighting rate, and low efficiency of manual inspection and management and maintenance have gradually emerged, resulting in serious lack of illumination. The public has complaints about the "dark spots" of street lamps, and the "blind spots" of streets affect the night economy. Solving the street lighting problem as soon as possible and improving the quality of urban lighting has become an imminent and urgent livelihood issue.

In 2024, the municipal government will include the smart energy-saving transformation of street lamps as one of the 15 livelihood issues. The Municipal Urban Management Bureau has the courage to implement and innovate ideas. Through investigation and survey, comparison, careful calculation, preparation of plans, and scientific decision-making, it has taken the lead in the province to adopt the "contract energy trusteeship" model, introduced a third-party energy management service company, and fully implemented the energy-saving and intelligent transformation and operation and maintenance of municipal street lamps without increasing the financial burden. In June, the public bidding was completed and the service contract was signed. In late June, the transformation project was carried out in full swing. The first batch of more than 4,000 street lamps were transformed. By July 9, the transformation of street lamps and supporting projects on 8 sections of Longtian Road, Dingyang Road, Wenyuan East Street, Anning East Street, Zhongdu Road, Shuangyong Road, Wenhua Street, and Xinjian Road was completed. In July, the lighting facilities maintenance and line repair work in the main urban area were completed; in August, the second batch of more than 13,000 lamps were replaced; in September and October, the third batch of more than 17,000 lamps were replaced; in November, the fourth batch of more than 10,000 lamps were replaced. So far, more than 44,000 street lamps in the urban area of ??the city have been replaced with new LED street lamps with better light efficiency and lower energy consumption.

Jinzhong City Urban Smart Street Lamp Energy Saving Renovation Project, through upgrading and renovating the smart management system, builds a smart visual management platform, monitors the urban street lamp system in real time, realizes single lamp control on the main road, centralized control of small streets and alleys, and realizes remote turning on, off and dimming of single lamps or groups. At the same time, according to the pre-set strategy, the brightness of the street lamp can be intelligently adjusted according to sunrise and sunset, timing, and ambient light without human intervention. Once a street lamp fails, the system will automatically alarm immediately and accurately locate the fault location. The maintenance personnel can respond quickly and rush to the scene to repair it as soon as possible. This efficient management model not only improves lighting quality and saves energy, but also greatly improves management level and reduces operation and maintenance costs, ensuring the stable operation of the urban lighting system. In addition, the system is also connected to the Jinzhong City Urban Operation Management Service Platform to achieve real-time visual supervision, and simultaneously undertakes the lighting maintenance of public security traffic police monitoring, park square functional lighting and building landscape lighting. In terms of operation, the model of "one assessment per month, monthly electricity bill payment" is adopted to achieve the good effect of "government pays electricity bills, enterprises operate".

"After the transformation, the lighting rate exceeded 98%, the average road illumination and uniformity increased by more than 50%, the overall illumination of the Dingyang Road night economy area section increased by 80%, and the overall illumination of commercial blocks and intersections increased by 60%.
